About Headstart Early Learning Centre Carnegie

We are conveniently located for families in or commuting through Carnegie, Glen Eira, Chadstone, Oakleigh, Bentleigh and Caulfield in Melbourne. 

Many of our Children go on to attend local schools such as Carnegie Primary school, supporting a smooth transition to school.

We offer nurturing care and quality early education for children from 6 weeks to 6 years, with flexible hours (9, 10, 11, and 12-hour sessions) to suit busy families.

  • Rhythm and Movement for Self-Regulation (RAMSR), an evidence-based program developed by Queensland University of Technology to support children’s executive function and self-regulation.
  • Environmental and social sustainability learning experiences.

This centre has become completely unacceptable in its current state, with serious and ongoing failures in both safety and basic standards of care. Despite repeated concerns, nothing meaningful has been done to fix the issues. Babies, toddlers, and pre-kindergarten children are being placed together in a single room like a holding space, with no access to age-appropriate learning or developmental programs. This is not just poor practice — it is a fundamental failure of early childhood education. Unsurprisingly, behavioural incidents such as biting and hitting are increasing. When children are confined, under-stimulated, and not supported with structured, age-appropriate engagement, these outcomes are inevitable. The outdoor environment is equally inadequate. A very small space is expected to cater to all age groups, with little to no equipment available. Children are left bored, frustrated, and unable to regulate their emotions due to the complete lack of meaningful stimulation. This is not a minor issue — it is systemic neglect of children’s developmental and safety needs. The fact that this centre continues to operate under G8 Education raises serious concerns about oversight and accountability across the organisation. At this point, serious regulatory intervention is required. Centres operating under these conditions should not be allowed to continue without immediate and significant action.
